This means: You send us the complete customs papers required for the shipment 24 to 36 hours (on business days) prior to arriving at the border or inland customs office, or before loading, depending on the customs procedure. The customs declaration has 1-3 tariff headings. It is called the correct customs clearance reference at arrival at the border.
